Roger Clarkson
Roger’s career spans 30 years of
wide-ranging experience in the public sector. His background
includes both local government and senior commercial management,
and management consultancy to a wide range of local government
Clients. He has successfully led the UK Consulting Practices
of global suppliers to the public sector in the areas of access
to services, organisational change, strategic partnerships and
e-Government.

Andy Taylor Andy
was until recently Director of Community Planning and Regeneration
for Leeds City Council. His background includes Finance, 10
years in the Department of Housing (4 years as Deputy Director),
and 7 years in the fields of anti-poverty, neighbourhood renewal,
democratic renewal and community planning. During 2002 Andy
was lead officer in undertaking a major review of the authority
to rationalise the number of departments, decentralise services
and devolve decision making.

Associates and Partners
The extended network of 3rd Phase colleagues
and companies includes both individuals and organisations. The
individuals have backgrounds of senior management experience
and public sector specialisms. The organisations are a number
of associated consulting firms which have substantial public
sector staff rosters in project management, process re-engineering,
business planning and IT requirement and procurement.

and skills to make a major contribution to the community and to
public sector organisations. We are looking to work with management
